In addition to the usual written reports, these analyses – upon client need and/or request – can also be presented in the form of direct consultations.

About Us
Founded in September 2023 by experienced journalist, researcher and analyst Srećko Latal, SPIRE offers unique, customized analytical services for domestic and foreign consulting firms, NGOs, governments, embassies and other clients.
Thanks to 30 years of experience working in the Western Balkans and beyond, as well as an extensive network of contacts including some of the best regional experts, the analytical agency SPIRE can design, build, organize, coordinate and/or implement a wide range of analytical and/or research projects in one or more countries of this region.
SPIRE provides the necessary expertise and conducts research and analytical projects in Albania, Austria, Bosnia and Herzegovina, Montenegro, Croatia, Kosovo, Romania, North Macedonia, Serbia, Slovenia and Turkey, etc.
Our understanding of the relevance and regional dynamics, including in particular international influences – such as China, Russia, the US and the EU – allows us to provide expert insights into all key political, economic and security aspects of the region.
Founder and Director
Srećko Latal is a journalist, analyst and researcher with more than 30 years of experience in monitoring political, economic and security developments in the Western Balkans.
Srećko Latal covered war and post-war developments in the Balkans, Afghanistan and Pakistan as a correspondent and editor for the American news agency The Associated Press in the 1990s. In the following years, he worked for renowned international organizations such as the World Bank (WB) and the International Crisis Group (ICG) and collaborated with some of the leading media and analytical organizations such as Oxford Analytica, Jane's Defence, EIU and BIRN.
Latal has also participated in numerous research and analytical projects for the UNDP, USAID, and various international analytical organizations, such as the Prague Security Studies Institute (PSSI), and the Centre for the Study of Democracy (CSD).
In 2021, Srećko Latal received his master's degree on the topic of European enlargement in the Balkans from the European Institute CIFE (Centre International de Formation Européenne) and was often engaged as a guest lecturer at various domestic and international academic and professional institutions (CIFE, NATO Diplomatic School, etc.).
In 2023, Latal formed the private agency SPIRE to offer domestic and foreign clients top-notch analysis and advisory services to help them better understand the complex developments in the region.
For his contribution to improving cooperation between BiH and Italy, he was awarded the Knight of the Order of the Star of Italian Solidarity, which was awarded to him in 2018 by Italian President Sergio Mattarella.
Previous Engagements and Expertise
Before founding Spire, Srećko collaborated with leading global organizations, providing expert analysis, consulting services, and research in the fields of political, economic, and security issues in the Western Balkans. Among his key engagements were projects for international consulting firms, think tank organizations, and government institutions.
